Since 1994, we have been providing personalized retirement benefit consulting and actuarial services to all types of plan sponsors including small- and medium-sized corporate employers, not-for-profit organizations, high income professional service providers, and Taft-Hartley plans. We are also experienced and skilled in managing a variety of interactions with the IRS and PBGC on behalf of our clients.

We offer large firm experience, expertise, and the same top of the line technology as the international actuarial consulting firms.  We provide superior service for a reasonable cost since we have significantly less overhead than the larger firms.

Defined Benefit Pension Plans, Defined Contribution Plans, and Post Retirement Medical and Life Insurance Program. CSB assists plan sponsors with their plan design, administration, funding, accounting, government reporting, nondiscrimination testing, tax, and compliance issues.

Independence. CSB is a completely independent consulting firm. Our objective is to provide our clients (and their advisers from the accounting, investment, and legal professions) with the active and professional assistance required to administer their retirement plans.

Hand-on attention. CSB actuaries and consultants believe that what clients need and want from us is the sort of hands-on attention that has become increasingly inaccessible to, or too costly for small and medium sized employers. CSB clients range from 1 to 6,000 plan participants. Our client service philosophy is based on the premise that a client deserves the highest level of personal and professional skill we can provide.

Principal Consultants

Gary Ceppos, FSA, MAAA, EA is one of the founders of CSB, the President, and the senior consulting actuary of the firm. He is a Fellow of the Society of Actuaries, a member of the American Academy of Actuaries, and also an Enrolled Actuary before the Joint Board for the Enrollment of Actuaries to perform actuarial services under the Employee Retirement Income Security Act of 1974.

In 2012, Gary was commissioned as a subject matter expert and authored the Retirement Benefits section of XpertHR, which is an online Employment Law Manual for human resources professionals by Reed Business Informaton in partnership with LexisNexis. Gary provided comprehensive guidance about retirement benefits covering both defined pension benefit and defined contribution plans

Gary has extensive actuarial consulting experience spanning more than 30 years in the plan design, administration, funding, accounting, government reporting, nondiscrimination testing, tax, and compliance of defined benefit pension plans, defined contribution plans, and post retirement medical and life insurance programs sponsored by single- or multi-employer clients.

Prior to founding CSB in 1994, Gary was an actuary and consultant with The Wyatt Company for 10 years serving in both their New York and New Jersey offices. He was a principal consultant and actuary to Fortune 100 clients and several small- to medium-sized clients. Prior to working at The Wyatt Company, he was an actuary and consultant with Alexander and Alexander for five years.

B Jenny Chon, ASA, MAAA, EA is a consulting actuary with the firm. Jenny recently joined CSB. She worked with Gary at The Wyatt Company, and she is thrilled to work alongside Gary once again.

Jenny is an Associate of the Society of Actuaries, a member of the American Academy of Actuaries, and also an Enrolled Actuary. Jenny has over 20 years of experience in actuarial consulting for retirement benefit plans with consulting firms including The Wyatt Company and Mercer as well as with insurance companies, MassMutual and Samsung Life.

Jenny led and managed consulting services, primarily to defined benefit plan sponsors, with respect to plan design, funding, accounting, government reporting, and administration. Jenny supervised the preparation of individual benefit calculations, annual actuarial valuations and government reporting that included interpretation of plan provisions, regulations, and standards; review of actuarial assumptions, reconciliation of census and financial data, funding and accounting valuation results and reports, and cash flow analysis; and delivery of client communications.

In 2006 to 2008, Jenny was abroad at Samsung Life Insurance located in Seoul, Korea.  Jenny served as an advisory general manager and actuary leading the newly formed Corporate Pension Consulting unit. She trained pension professionals and actuaries on technical as well non-technical aspects of retirement benefits consulting services that included plan design, funding, accounting (IAS 19), administration, and communication. She also reviewed actuarial valuations, and funding and accounting reports. Additionally, she led the responses to proposals for consulting services and education requests about local retirement benefits for foreign-affiliated companies operating in South Korea, bridging cultural and informational gaps between local and regional offices or headquarters.
